What is a Capital City?
The capital city is the main city in charge of a country, for some he may not be the leader, but for most he is. The city has several important aspects of the country he can control, this includes:
- The ability to edit the country's charter, orders for cities, and "about" fields.
- The ability to change the country's defcon number
- The ability to appoint assistant cities
- The ability to accept or deny applications to the country
- The ability to kick country members
- The ability to change who are the nation’s allies and enemies in the Declared Allies and Declared Enemies fields.
As a capital city, if there is a problem concerning his country, leaders of other countries will come to him first to get a problem solved; it is important that a capital city is fairly active.
How to Function as a Capital City
Editing a charter, orders, or the "about" fields are fairly simple and can be found in other parts of the game manual. There are some other important functions that a capital city (cc) should understand.
Making Assistant/Capital Cities and Kicking members
To appoint an assistant city is quite simple. A capital city only needs to look at his list of country members where next to each city name there is [Kick] [CC] [AC]. To appoint one of three assistant cities, click [AC] next to that person's city and he/she will become one of the three assistant cities. If a capital city wishes to kick a member from the country, click [Kick] next to the city and they will be forced to leave the country. Should a capital city no longer wish to be in charge, he may click [CC] next to a city he wishes to become the next capital city.
Changing the Defcon Number
At the present time, changing the defcon number for your city has not real effect or advantage to your nation and does not increase your nation's readiness for war. However, it does allow the cities in your nation to be alert that something is wrong or happening that they need to be aware of.
Accepting/Declining Cities
A Capital City, along with the assistant cities he or she appoints, take charge of accepting cities into the nation. To accept a city listed as an applicant, simply click [Accept] next to their city name. To decline, click [Decline]. If [Accept] is chosen the member will no longer be under applicant status and will be a full member of the country. If [Decline] the city is turned away and no longer an applicant or member.
Making official Enemies/Allies
To make official enemies or allies with a nation, listed under a nation's information page, a capital city should go to the View Countries page that lists all current nations in city empires, the link is again found in the left hand column. To ally a country or become enemies with a country, click [Ally][Enemy] respectively. By clicking [Ally] cities in a capital city's nation will find it impossible to attack that nation. If [Enemy] is chosen a capital city's country will receive a 5% attack bonus.
