Typically, a country is added to the "Declared Enemies" list upon declaration of war, and removed at the conclusion of the war. When a Country Leader/Capital City adds a country to this list in-game a message is added to "Declarations" stating that war has been declared. If you are declared war on by an enemy nation, enemy cities from that nation get an attack bonus against your nations cities. This also works vice versa.
