Charter

Preamble

Being kids at heart and not wanting to hog all of our toys, we agree that from now on we shall share our blocks with the rest of the world. We each have many blocks to share, but the blocks we wish to share the most are peace, wealth, security, and friendship. So let it be known today that for all who want to play with them, us big kids want to share our LEGOs. The following chapters outline the ideals each signatory agrees to abide by in the spirit of this shared ideal.

Chapter I. Introduction

The undersigned countries hereby reaffirm their faith in the fundamental rights, dignity, and sovereignty of the signatories and enter into this pact to fortify, strengthen, and promote the ties of peace, friendship and growth.

Chapter II. Non-Aggression and Sovereignty

While all signatories and their respective members shall remain civil to each other at all times, as well as projecting to the public an aura of unity, it is acknowledged and required that all member countries shall remain free and sovereign. It has the right to speak, act and govern as each sees fit, and each signatory is recognized by each of the other countries. Refusal to do so will result in expulsion from The LEGO Bloc with no protection from the bloc.

Chapter III. Peace, Prosperity and Security

All signatory countries state that they will not declare war upon any other. Should any member country attack another, they must offer peace immediately, as well as reparations of no less than 150% of the damages caused by any attacks. No member country may aid the aggressor so long as that state of war exists. The victim of such attacks may not retaliate in any way for twenty-four hours following notification to the bloc of the war, to allow time for diplomatic resolution, unless the assault includes multiple aggressors of the same country or by de facto/de jure allies.

Chapter IV. Mutual Defense

All signatories (full or limited) have a right to an adequate defense response from external aggressors. All full signatories are bound by this treaty to offer all available actions and resources for any other signatory which may have been attacked. These attacks must have been perpetrated by a non-signatory against a signatory. This clause will also not cover a case where a signatory attacks a non-signatory country which is return causes them to be attacked by an ally of the non-signatory. That will be referred to as an aggressive action by the signatory, and as such not a defensive war.

Chapter V. Optional Aggression

A signatory may propose the use of the combined armed forces for an attack on another entity or entities. Due to the nature of the optional aggression clause, a vote will be taken between all full signatory countries to determine whether to support an aggressive war of the signatory. Once a vote has taken place, if the result is unanimously in support of, all full signatory countries must then participate in the war. This vote is binding and can not be changed once placed. Once initiated, an offensive operation must continue until all full signatories agree to cease the operation. All conflicts arising from participation in an outside treaty shall be considered offensive acts and shall require the prescribed voting before a bloc action can be required.

Chapter VI. Limited Signatories

To allow new countries to grow and prosper free from war and destruction, The LEGO Bloc allows all countries to sign on as limited signatories. As limited signatories, they become Protectorates of the Bloc. To become and remain a Protectorate a country must meet the following requirements

   * Notify at least one leader in the MDoAP (full signatory) ring.
   * Keep and maintain a forum or keep an embassy on the LEGO Boards.
   * Have a list of all military treaties with any non-signatories.

Protected countries do not vote on new additional signatories (full or limited). A 3/4ths vote will be required to approve a new protectorate country. Each country has 48 hours to vote on a protectorate nation. An appeal can be granted to the initial requesting country if the vote fails in order for them to convince the full signatories as to why they need our help. The appeal process can last no less than 48 hours and no more than 168 hours (7 full days). Once accepted into the LEGO Bloc as a protectee, the protectee becomes a signatory of the following


Preamble

For the purpose of maintaining a healthy and ever growing relationship, as well as ensuring a steady growth for the undersigned country, the LEGO Bloc and undersigned sign this protectorate agreement.

Article I - Protection

The LEGO Bloc agrees to offer diplomatic, financial and military support whenever it is required. Any attack upon the undersigned, including but not limited to espionage, military, or illegal recruiting of members, is considered an attack on the Bloc, and will be considered an act of war between the LEGO Bloc and the aggressor country. The undersigned is not in any way required to assist in it's own defense, but are encouraged to do so.

Article II - Intelligence

The LEGO Bloc and the undersigned agree to share any and all information pertaining to the security and welfare of each country.

Article III - Treaties

The undersigned must consult with The LEGO Bloc over any and all treaty agreements that they wish to have signed. The LEGO Bloc shall review and give its approval if such treaties do not degrade its security or that of the undersigned.

Article IV - Advising

The undersigned shall receive access to resources to help in such areas as military, economic and diplomatic matters. Any acts of aggression must be advised on and approved by the LEGO Bloc, to ensure that the actions do not degrade the Bloc's security or that of the undersigned. If the advice given by the LEGO Bloc results in the harm of the protected country, LEGO will assume responsibility and come to the protectee's defense.

Article V - Cancellation

This treaty may be canceled at any time, provided that a 72 hour notice is given to all signatories. After such cancellation, a NAP shall take effect for the duration of 72 hours, after which each group may go there separate ways.[/quote]

Chapter VII. Raiding

It shall become standard practice of the LEGO Bloc that all signatory countries (full and limited) will not raid a city with less than 1000 Infrastructure and is less then 15 days inactive. This will ensure a lengthy time for cities to grow without unfair attacks, and will enable a growing population into Planet Steve.

Chapter VIII. Trade

Protected countries, as they are, may be to small to organize a trade program within their own countries. It will be with the purpose of this treaty that if a signatory city needs a trade and they possess the same resources that a full signatory is receiving from a non-LEGO Bloc member, that they will give preference to the signatory city.

Chapter IX. Membership

Article I.

Upon ratification of this treaty, additional signatories may be added upon a 3/4ths vote of all current signatories. Prospective signatories will only be considered upon an official invitation and sponsorship by a current signatory.

Article II.

If a signatory has acted contrary the the terms and conditions outlined in this treaty, another signatory may propose the removal of the offending signatory. A 3/4 vote must be sustained, offensive signatory non-inclusive. If the proposal is passed, then the country with which the proposal has addressed will have it's signature removed and will be pursuant to the terms below in Chapter XI, Article I.

Article III.

All membership votes must last a minimum of 72 hours and be preceded by 48 hours of discussion on the Bloc forums before voting may commence.

Article IV.

All signatories shall have equal representation and an equal voice.

Article V.

All member countries shall have an official delegate, which shall be the primary delegate of that countries's government. The delegate shall have admin rights on the Bloc's forums and shall be responsible for casting official votes for his/her country. Any signatory may change their delegates at any time. The Fark delegate shall serve as the Root Admin, but will otherwise have no other additional right or privilege.

Article VI.

Only official delegates shall have ops on the bloc IRC channel, which shall be #Lego and #LegoPriv on coldfront.net

Chapter X. - Amendments

This treaty may be amended by vote of 3/4ths of the signatory countries. All amendment votes must last a minimum of seventy-two hours and be preceded by forty-eight hours of discussion on the Bloc forums before voting may commence.

Chapter XI. - Withdrawal

Article I.

If a signatory has had their signature removed by a 3/4ths vote of the Bloc, it will no longer be part of the Bloc immediately after the vote is complete. Once a signature removal has been announced to the public, the signatory in question will enter a seventy-two hour non-aggression period in which it or the Bloc will abstain from using military force (As defined in Chapter III) upon each other.

Article II.

A signatory may choose to remove it's signature from this treaty, and will no longer be part of the Bloc. Private notification of intent to withdraw must be given to the other signatories at least seventy-two hours in advance. Once a signature has been removed, the signatory in question will enter a seventy-two hour non-aggression period in which it or the Bloc will abstain from using military force (As defined in Chapter III) upon each other.

Article III.

Once Chapter IV (Mutual Defense) has been activated or Chapter V (Optional Aggression) discussion has begun, no country may begin the procedure discussed in Chapter XI, Article II until such times as the action has either been completed or voted to be ceased by the Bloc as a whole.

Chapter XII. - Ratification

Article I.

The following signatures signify the admission of a country to the LEGO Bloc. This treaty will supersede any existing treaty held between any of the signatories.
