End of NAAC on City Empires
Due to the loss of a number of government members within NAAC, the remaining government members voted on merging with VOC. After the agreement was completed, on December 28th, 2008 NAAC canceled all treaties and her cities began the move to VOC.
Official Constitution of the NAAC
Article I
To be admitted into the NAAC, one must visit the NAAC forums and fill out an application containing the following:

Filling out an application does not guarantee membership into the NAAC. To be a member, one must agree to the following:
1. Membership in other countries is not permitted, under any circumstance.
2. Members must be members in good standing of the general CityEmpires community. Those that have wronged other countries, or maliciously committed acts deemed deplorable by the NAAC will not be admitted.
3. All members of the NAAC are bound to this Constitution, and to the rule of the government. Those found to be contravening this guideline will face disciplinary action up to and including ejection from the country.
Article II: The Head of State
The Patrician
The Patrician is the supreme leader of the country. The Patrician, as granted by this charter, will have the following executive powers:
•The Patrician will have veto power over any decision made by the Council of Ministers.
•The Patrician has the right to enact legislation, with the signature of the MoIA.
•The Patrician has the right to declare war with the signature of the MoD.
•The Patrician has the right to sign and pass treaties and agreements with foreign entities with the approval and signature of the MoFA.
The Patrician will act as the judge in Tribunals. If the Patrician is deemed by a majority vote of the Council of Ministers to be partial to the situation at hand, the Protector can be selected to serve as the Judge. If the Protector is also deemed unfit to preside over the proceedings, than the Council of Ministers can preside over the Tribunal.
4. The Patrician may not serve in any other position appointed or otherwise.
5. The Patrician has full veto power over any legislation passed by the NAAC. This veto may be overturned by a simple majority vote of the Council of Ministers.
Article III: The Heads of Government
The Protector
The Protector is the deputy to the Patrician, and as such is appointed by the Patrician. The Protector has all of the powers of the Patrician at all times, and can only be overruled by the Patrician him/herself. The Protector will succeed the Patrician should he/she abdicate.
The Council of Ministers
The Council of Ministers is an executive and legislative body of the NAAC. The Council of Ministers are made up of the following elected members:
Minister of Defense (MoD): The Minister of Defense is the Council member who leads the military of the NAAC. The Minister of Defense is necessary to declare war. He is tasked with up keeping the NAAC’s military.
Minister of Foreign Affairs (MoFA): The Minister of Foreign Affairs will deal with all matters concerning foreign bodies or entities. The Minister of Foreign Affairs must approve all treaties. The Minister of Foreign Affairs is tasked with overseeing all diplomatic actions of the NAAC.
Minister of Internal Affairs (MoIA): The Minister of Internal Affairs will oversee all internal matters of the NAAC. He/she will be responsible for daily member maintenance, including, but not limited to, acceptance, forum masking, and forum audits. The Minister of Internal Affairs must sign and approve all legislation.
All Ministers have the right to organize their Ministries as they see fit. This includes creating and assigning positions.
Powers of the Council of Ministers
As the Council of Ministers are the elected officials in their respective posts, they together have the executive authority necessary to perform in any of their respective fields. The Council of Ministers, when all are in favor, have the right to pass treaties and legislation, and declare war. However, the Patrician and Protector have the right to veto any of these decisions at anytime.
The Council of Ministers has the right to veto any decision made by the Patrician or Protector by a simple majority vote, unless that decision is a veto of the Council’s own decision.
Concerning the Abdication of One Council Member:
The general membership of the NAAC will be given a day, chosen by the Patrician (or Protector), in which nominations are accepted. Following the day in which nominations are submitted, the remaining Council members will choose the new Council member from those nominated.
Concerning the Abdication of Two Council Members: If a situation arises in which two Council members should leave their post prior to the culmination of their term, a full election will be held according to Article V for the vacant Council seats.
Should any Council positions be vacated, the Patrician will determine if the above stated actions are necessary at his or her discretion.
If the general membership of the NAAC disagrees with the Patrician's decision concerning the course of action to follow post abdication, than a vote can be held in which a simple majority will overturn the Patrician's decision.
Should a member of the Council of Ministers be out of contact with the NAAC for one week, then a PM will be sent to them both in game and on the forum. If a response is not received within 24 hours, then the NAAC will begin the process of replacing them, while the rest of the Council of Ministers obtains their powers until a new Minister is elected.
Article IV: The Judiciary
This branch of the NAAC is responsible for all judicial actions taken against any member. There are several types of judicial action that can be taken.
Impeachment: An Impeachment can take two forms. One form is a Vote of No Confidence. A Vote of No Confidence may be filed against the Patrician, Protector, or the elected Council of Ministers. The other form of Impeachment comes about when a member of the NAAC who holds a position (i.e. Patrician, Council of Ministers) is called forth for other crimes, wherein they would be impeached if convicted of other crimes against the NAAC.
Treason: In the event that a member of the NAAC is called forth on account of Treason, their forum account will be set to a mask allowing them to only be able to see where their trial is taking place. They will have the opportunity to defend themselves at their Tribunal, and call witnesses to their defense. Treason is considered the highest of crimes, and severe punishment will be issued should a member be found guilty of such a crime.
Vulgar Conduct and/or Endangering the Wellbeing of the NAAC: If a member of the NAAC is involved in any type of vulgar conduct on our forums, or any others, a Tribunal will be called to decide on a punishment if one is deemed necessary. If a member takes part in any actions that is harmful to the NAAC’s stature, defense, or in any way deemed harmful behavior, than a Tribunal can be called to levy punishment. Not all crimes warrant the calling of a Tribunal, and one will only be called if it is deemed necessary.
Calling a Tribunal: A Tribunal can be called by a unanimous vote of the Council of Ministers, unless a Council member is involved. If one Council member is involved, then the Patrician (or Protector) and the two other Council members cast the vote to determine if a Tribunal is to be called. If two Council members are the subjects of crimes against the NAAC, than the Patrician, Protector, and the remaining Council member will cast the vote. If the entire Council is compromised, than the Patrician (or Protector) can exert executive authority, and make a decision. The general membership of the NAAC can then veto this decision if deemed necessary by simple majority.
Tribunal: A Tribunal is the official court of the NAAC. The Council of Ministers will hear evidence brought forth by the Patrician or the Protector. Then, the Council will cast their votes. A decision is made by a simple majority vote of the Council. Depending on the outcome of the vote, the Patrician or Protector will levy appropriate punishment. Should the Council feel that the punishment is not appropriate to the crime committed, the Council has the power to veto the sentence, and suggest a new, more appropriate one.
Article V: Elections
Elections are to be called by the Patrician or Protector, who will run the elections. The Patrician or Protector will organize elections, set election rules and count votes. All country members are permitted to vote in the elections.
Any elections of a Councilman position shall begin on the first Monday of the month, according to the following schedule: 2 days open for nominations (beginning on the first Monday of the month), 2 days for campaigning, and 2 days for voting. The Councilmen leave and take office on Thursday following the voting. Councilmen hold office for two months. The candidates that emerge from the voting with the most votes in their respective positions will be granted that position for that term. During times of country war, the Patrician (or Protector) may hold up elections until the war is over
