Preamble
In recognition that the Imperium Romanum (known as IR) and New Horizons (known as NH) shall work towards an abundant friendship and the furtherance of their relations.
Article I
The IR and NH agree to a complete state of non-aggression with each other. No member of IR may attack a member of the NH and no member of the IR may attack a member of NH. In the situation where a nation of either signatory country attacks a nation of the other signatory country, the country's government who claims the aggressor as a member of the said alliance must reprimand the aggressive nation and the aggressor must pay reparations equivalent to the amount of damages done to the victim plus 65%. Failure of the aggressive nation to comply with orders may result in punishment of any kind from the signatory alliance they claim to be a member of.
Article II
If a situation arises where the government of a signatory country receives information including intelligence of plots against the other signatory country, that government must immediately give the information to the victim country's government. This is to assure that both signatory bodies are looking out and care for the production of each other's well being as an country.
Article III
Whenever either signatory country is in need of financial assistance, they may request financial aid from the other signatory body. If the signatory body that receives the request for aid can not afford the amount in the request, they are not obligated to send that amount, but should work to see if a smaller amount can be sent. Another situation where the country who receives a request for aid is not obligated to aid is when the country in need of financial assistance is in a state of war with another country.
