Official Charter of RnR
Preamble
The RnR is an alliance set on the principles of integrity, community, accountability. Every member is held in the same high regard and we will always be a beacon of civility and respect to the CE community.
Entrance
All members must apply on the RnR CE forums. Upon being accepted both ingame and on the forums, they shall join the ranks of the RnR membership.
Government
Triumvirate
The Triumvirate position is considered the highest position in RnR. They are elected to represent and lead the country by voting on major decisions that affect the membership. It is held by three elected officials.
- The Triumvirate shall vote on and pass or decline all foreign treaties, wars, and new government positions. All such votes require unanimous approval.
- The Triumvirate shall oversee the Minister of Defense, Minister of Foreign affairs, and the Minister of interior, and at their discretion, call for an emergency election of these positions should the official not be adequately representing his department. A unanimous vote in the triumvirate is needed to expel a member.
- The Triumvirate shall vote on membership disputes, including expelling members on a case by case basis for breaking the charter, or not representing the country as a whole in a sufficient manner. A unanimous vote in the triumvirate is needed to expel a member.
Minister of Defense
The minister of defense is an elected official tasked with maintaining and organizing the country's military and overall defense. He, through the guidance of the triumvirate, will uphold duties including, but not limited to:
- Preparing a suitable military system in which the country's city states shall assemble.
- Issuing guidance to individual members on how to maintain their city's defenses, and properly mobilize for war.
- Watching for all threats of war against RnR or possible intel relating to war, working with the minister of foreign affairs if necessary, and relaying such info to the triumvirate.
Minister of Foreign Affairs
The minister of foreign affairs is an elected official tasked with maintaining and organizing the country's diplomatic corps, as well as seeking out foreign relationships with other countries. He, through the guidance of the triumvirate, will uphold duties including, but not limited to:
- Preparing a suitable diplomatic system in which the country's city states can be sent into diplomatic missions with other countries.
- Maintaining adequate knowledge of the global politics between countries and keeping RnR members up to date on important issues.
- Meeting with foreign governments to deal with any and all issues or meetings, whilst representing RnR as a whole, and relaying any and all info gained to the triumvirate.
Minister of Interior
The minister of interior is an elected official tasked with maintaining and organizing the country's internal departments, such as economics, communications, and other forum related organization. He, through the guidance of the triumvirate, will uphold duties including, but not limited to:
- Preparing a suitable department dealing with the economic needs and concerns of the country as a whole, including national aid, war rebuilding funds and a banking system.
- Maintaining a communications department, occupied by informative articles pertaining to IRC, forums, and other important information dealing with member activity.
- Keeping general order within the internal forums and reporting any and all member disputes to the triumvirate.
Deputies
Any minister may appoint deputies to help them with their official duties. The deputies will only represent their respected department that they were appointed to, and answer to the minister they were appointed by. A triumvirate may remove them with a unanimous vote.
Government Impeachment
Triumvirate
If, at any time, the general membership feels that a triumvirate offical(s) is not fufilling their duties in the spirit of RnR, a poll can be made to vote whether or not they should be replaced. A 75% agreement by the general city-states is needed for an emergency triumvirate election to be held. The newly elected figures shall then serve the remainder of the term until normal elections are scheduled.
Ministers/Deputies
If, at any time the general membership feels that a minister(s) or deputy is not fufilling their duties in the spirit of RnR, a member may inform a triumvirate member, with full information as to why they feel this official should be removed. The triumvirate must then decide whether or not the information provided is sufficient to remove the official.
War
Aggressive War
Should the country of RnR feel the need to wage an aggressive war against another country, the triumvirate must come to a unanimous vote and inform the minister of defense at least 48 hours in advance to the start of the attack.
Defensive War
Should the country of RnR come under attack by a foreign country, the minister of defense will have limited power to order a defensive strike only to those struck aggressively. The triumvirate must order a full scale war with a 2/3rds vote in order for the entire country of RnR to mobilize, at the command of the minister of defense.
Revisions
The Charter may be changed at anytime by the Government. All changes must be agreed upon by a 3/3 vote of the Triumvirate. The general membership shall hold a discussion topic, relaying the changes they want added to the triumvirate. The triumvirate shall then construct a revision clause and send it to the general membership for voting.

War Record
Big Biz War
RnR was initially called in and did (officially) declare war on Big Biz resulting in a state of limbo when the RnRmy was not needed as their allies at NAAC had the situation under control.
First World War
After both The STEEL PACT and NAAC declared on COG, RnR joined its allies by launching attacks on the alliance ICE. Dannyboy along with PresWashington (the MoD of RnR at the time) gave the orders for Operation 1337 Heat to begin at 4:53PM EST on April 23rd, 2008. RnR forces faced great successes and a ceasefire between UE, NAAC, and COG was enacted soon afterwards as peace terms were being prepared.
The Tarcistan Action
At 4:42 EST on July 9th, 2008, Icelandica, New_Barbaria, and Jeff_Town attacked Federal_Washington (PresWashington), the MoD of RnR. Trying to respond swiftly, Pres authorized attacks against those unaligned rogues. The triumvirs, Dirk_Diggler (of st_louis) and Lord Wiegel (of Quagsville), interpreted the MoD's actions as a declaration of martial law, a bipassing of the triumvirate, and as such an attempt to coup the government of RnR. Shortly after, they left RnR for Tarcistan, a country founded by the previously mention rogues. The former triumvirs also began attacks on RnR. PresWashington went to RnR's allies at NAAC and asked for military assistance, which was almost immediately given with the first attacks by Penny_Lane. As the conflict continued into the next day, the attacks on RnR continued as well even though their severity had lessened due to the weakened state of Tarcistan.
