Daily income = CitizensDailyIncome * TaxRate * MayorRating * Population

Mayor rating = 80 - EnvironmentModifier - TaxRateModifier + ResourceModifier + ImprovementModifier - UtilityShortageModifier - MilitaryShortageModifier

Conclusion
