The United Mantopian Pact

Preamble
The sovereign countries of Mantopia and the United_States agree to the terms of this PIDAT for the advancement of both nations. The United States and Mantopia are to remain sovereign and shall not be governed by the other country. Within this treaty, they have agree upon terms regarding Peace, Intelligence, Defense, and Aid.
The main purpose of this treaty is to show friendship and good relations between Mantopia and the United States. Breaches of this treaty shall have no material consequences but will be seen as a breach of friendship and togetherness of the two countries.
Article I: An eye for eye only ends up making the whole world blind.
The signatories of this PIDAT shall enter a state of nonaggression. Aggression may constitute military attacks, espionage, slander or libel from one signatory against the other. Compensation must be provided promptly and in full for all incidental military attacks between the signatories. An additional 50% inconvenience charge may apply.
Article II: Action is the real measure of intelligence.
Any intelligence relevant to the military or financial security of either signatory shall be shared via private discussions with proper personnel.
It is agreed that any shared information shall not be falsified or changed in any way to mislead the other party. Such falsifications will be regarded as a breach of this PIDAT.
Unless otherwise specified, information shared between the signatories of this PIDAT will be considered confidential and therefore may not be disclosed to any third party.
Article III: Who's attacking you? I WANT IN!
In the event that either signatory is attacked by a third party, the other signatory is encouraged, but not required, to defend during wartime. Either signatory is expected to provide full diplomatic support for the other when possible.
This pact is optionally non-chaining toward other military treaties.
Article IV: Another Canned Food Drive!
Section 1: Wartime Aid
If one signatory is attacked by a third party, the other signatory may optionally send financial aid to them wartime. After a defensive war ends, the unaffected signatory is expected to aid the attacked signatory until all immediate needs have been met unless in violation of Section 3 of this article.
Section 2: Peacetime Aid
During peacetime, both parties agree that they will endeavor to contribute financial aid to the other party when requested. Such aid must be within the limits of reality, and not without reason. Requests for financial aid shall be placed in the other party's embassy, and a government officer shall have to acknowledge the aid request. If an acceptable reason is stated, aid requests are expected to be filled promptly unless in violation of Section 3 of this article. Aid requests made under false pretenses shall be viewed as a breach of this treaty.
Section 3: Restrictions
In peacetime or wartime, aid requests may be denied if supplying the aid would violate another presently existing treaty; if providing such aid is outside the means of the signatory in question; if the signatory in question is at war or recovering thereof; if providing such aid would cause a significant delay in domestic growth programs; if the requested aid violates the charter of either signatory; or if the aid was requested in a manner not prescribed in Section 1 or 2 of this article. Denials on other pretenses will be considered on a case-by-case basis.
Article V: Cancellation
In order to cancel this PIDAT, one party must post a thread on the other's forums, get acknowledgment from the other party, and post a thread on the Global or National CE Forums. Following cancellation, a 72-hour grace period shall begin, during which neither party may breach any of the above listed terms.
